Background/History: Wiki entry! It's a bit brief, though, so I'll be writing the rest out.
Once, it was normal for humans to possess abnormal abilities that would awaken sometime in their lives. At one point, however, the number of humans who lacked such powers came to outnumber those who did, and so the latter became shunned and persecuted. Quon's clan—people with abilities—chose to avoid conflict and isolate themselves, only using their abilities for special occasions.
Quon, however, had no interest in an ability he'd likely never use, and so his wouldn't awaken. Opposite to him, his younger brother Towa was gifted with powerful abilities and believed that one day, the prejudice would disappear and they could all live in peace. Sadly, this day wasn't going to come—at least, not in the near future. Rather, on the day of the clan's celebration, they were attacked by townspeople, who hunted down those like them, claiming to exterminate 'monsters' and 'evil spirits'.
One person survived, though: Quon. However, not due to some kind of miracle, but because Quon was the only one not present that night, as instead of helping out with the ritual, he'd been elsewhere, slacking off. In fact, he'd accidentally fallen off a cliff and gotten himself knocked unconscious, heading back to the village when he woke up—only to see the brutal slaughter of his clan. In that moment, his powers were forcibly awakened, and in a mixture of horror at the sight and his inability to control his abilities, he went berserk and massacred his people's murderers.
Once he'd calmed down, he was found at the site by a man who would then take him in.
Fast-forward to roughly a thousand years later, otherwise known as modern day Japan. Alongside the aforementioned man's descendant, Seiji Kannazuki, Quon is the leader of what he and the others have chosen to call 'Attracters'. Quon and Kannazuki have created an institution known as Fantasium Garden, which appears to be a garden attraction of sorts, open to the public, but secretly houses the various Attracters that Quon gathers and protects. Though the days of monster hunting are now over, they still have a threat: Custos, an organization that hunts down and captures/kills Attracters like them, and to whom Quon is known as 'Insania'.
Things eventually change when, against all odds, one of the cyborgs—Shun Kazami—belonging to Custos turns out to be an Attracter. To save him from being killed by his former allies, Quon takes him in. However, as Custos then hijacks Shun's body, Shun destroys the barrier cloaking the Attracters from Custos's radar, allowing them to strike. In the crossfire, Quon is killed, and his friends are forced to flee.
Personality:
At a first glance, Quon is your typical shounen hero: kind, forgiving, idealistic, determined, and surrounded by friends. In fact, he declares his desire to protect everyone so often that you have to wonder how he's not tired of saying it, and acts so much like the stereotypical protagonist that one of his friends even (however derogatorily) calls him "superhero" at one point.
At a second glance, however, not everything is quite what it seems.
Quon's attitude isn't a lie, per se, for he truly is amazingly kind most of the time. He's very patient with those around him, ranging from the friends who insult him repeatedly to the children under his care who do potentially foolish things. It seems near impossible to offend him, as he takes just about everything in stride—the sort to respond to cruelty with kindness. It veers into suicidally idealistic territory at times, as he's willing to sympathize with almost anyone and give them a chance, even if it places him and all his friends in danger. It's not because Quon is an idiot who sincerely believes that everyone is trustworthy, but because he believes it to be the morally right thing to do—that is, to give everyone a second chance. As he puts it, there's always a risk whenever you decide to trust someone, with the implication being that it makes no difference to him how large the risk is. Similarly, he's willing to overlook and forgive most things and types of people, from serial killers to even enemies who'd killed Attracters right in front of him before.
On top of his kindness, there is one thing clear about Quon: once you become his ally, you can be sure that he will do everything in his power to protect you. He's constantly on the lookout for awakening Attracters who might need his help before Custos gets to them, and should Custos attack one, Quon will immediately engage them without any concern for himself. It doesn't matter if you tell him that it's impossible—he'll make it possible. It doesn't matter if you tell him that you've already got it covered—he refuses to just sit around and do nothing while his allies are in danger. It's not that Quon doesn't believe in his friends, for he certainly does and fully admits to needing their help, but he simply can't remain idle. It can come across as self-centered, as he treats it like it's his personal burden, hence the "superhero" insult.
That said, Quon very much has reasons for acting that way, and this is where things go past his simple, must-protect-them-all hero surface.
Firstly, part of the reason Quon is able to take criticism and insults about him so easily is because no one is harder on Quon than Quon himself. He generally won't go around outright self-deprecating himself unless perhaps the topic comes up, but for someone who's saved so many people, it's never enough for him. Rather than focusing on how many he's managed to protect, he remembers all the ones he failed. This is a result of his past: having failed his entire clan and then slaughtering their killers, he has countless deaths on his shoulders that he's never been able to forgive himself for.
And that's why Quon is now so idealistic. It's not just a set of beliefs; it's essentially a defence mechanism. Quon will stick to his ideals, come hell or high water, not simply because he is someone with very strong morals, but because he actually needs them to function. It's why he can be, as one friends tells him, "inconsiderate", as he'll place his beliefs above all else, even if it endangers everyone around him. Quon will apologize if you call him out on it, but the fact remains that he'll always do what he believes in and leaves little room for compromise. Otherwise, in all honesty, he'd likely fall apart.
Similarly, it becomes increasingly clear over the course of the OVA that Quon's desire to protect everyone is meant to help himself just as much as it's meant to help them. When I said that he's constantly on the lookout, I mean that he's constantly on the lookout. While he may not spend literally every moment of the day on his duties, he can come pretty close. It's mentioned in a Q&A that he doesn't even sleep unless he has to, since he'd rather put that time to patrolling instead. Beyond a few hobbies or moments of rest, he doesn't actually seem to have much of a life outside of trying to protect everyone. For all the people that surround Quon, one mentions that sometimes, it feels like relationships with him are one-sided, on account of how distant Quon can be. His entire life revolves around saving everyone—not necessarily properly connecting with them—with Quon even noting that he's never felt alive since his clock stopped. After all, he isn't really living.
The reason for all this is, as said, the guilt that Quon's never managed to absolve himself of. He believes that protecting everyone is the only way to atone for his sins—except, again, Quon doesn't seem to be in any hurry to pardon himself. Still, thinking and acting the way he does, no matter how foolish, is what keeps him going and from breaking completely. And though Quon doesn't ask for any gratitude for what he does, it's ultimately shown that he does kind of need it, as all he truly wants is to be able to forgive himself and move on with his life. In the end, he wants to be told something like, "You did everything you could; it's okay now," and be able to believe it.
On a final note, all bets are off when it comes to Towa. Though Quon is normally a very forgiving person, this doesn't apply if it's Towa you've messed with. Even if you as so much hide Towa's survival from him as Kannazuki did, Quon will be furious. And contrary to (or perhaps exactly) what you'd expect from an otherwise kind and gentle person, Quon seems to have quite a large amount of pent-up anger. He dislikes death and hates the deaths of allies and fellow Attracters even more, but none of this stopped him from attacking Kannazuki for the aforementioned secret—or, even more so, from coming very close to killing Kamishiro to avenge Towa, despite it going against everything Quon believes in.
—Though in the end, when he had only a moment to decide, Quon chose to save the man's life, and so one could perhaps say that Quon truly does forgive all.
Either way, Quon is not the perfect hero that others might see him as at first, but rather, he's someone dealing with a thousand years' worth of baggage and trying to live up to his own, impossibly high standards.
Abilities/Powers:
Quon's most prominent ability is his immortality. Lack of aging aside, he can also heal from any wound, no matter how severe—this includes regenerating limbs. The regeneration won't always happen immediately and it can be rather painful in itself, but while it's possible to kill Quon, it's impossible for him to actually stay dead for long.
He also has mild psychic capabilities. Though they're noted by Kannazuki to not be very high, he's able to detect the awakening of other Attracters as well as, to an extent, telepathic connections.
Next, he has his alternate form. As that, he has superhuman speed, strength, and agility, which are what he primarily makes use of to fight. However, he also has the ability to manipulate some form of energy, allowing him to create blades, shields, wings to fly with, etc. Furthermore, he has what looks to be some degree of telekinesis in general, as he's seen manipulating various inanimate objects (e.g. rain, metal, machinery, wires, debris, bullets fired at him, to name the examples seen in canon) and utilizing them as weapons.
(His temporary ultimate form approaches a near godlike state, but that likely won't ever be relevant in Haven without Towa's influence.)
Even outside of his alternate form, however, he's presumably still fairly strong, agile and capable of hand-to-hand combat, given that he goes around moving on rooftops and dodging bullets and can lift a full-grown man with ease.
His powers run certain risks, though: namely, as he doesn't wear a security chip, that he's always in danger of losing control over them. While he has a thousand years' worth of experience of keeping himself under check and so won't lose control so easily, his powers are influenced by his emotions. If he's sufficiently enraged, he can transform without meaning to, and if he's beyond furious and traumatized, as he was a thousand years ago, he'll potentially go on a murderous rampage.
As for non-combat abilities, he's fond of gardening.
